The last fifteen years have seen a renewed debate on cultural heritage matters in Italy. A rationalization of Italian cultural heritage legislation in 2004 has signed the dawn of a renovated interest in cultural heritage. In the specific sector of underwater cultural heritage, the 2009 ratification of the 2001 UNESCO Convention on the Protection of the Underwater Cultural Heritage has also ignite a debate on aspects related to the proper management of a relevant historical resource. Several Ministry of Cultural Heritage rearrangements have also posed the interest on cultural heritage related issues. However, this lecture will try to stress how many of these efforts have been undermined by three major factors: 1) an emergency based response to issues related to the management of the cultural heritage; 2) a limited long term planning in this sector; and 3) an approach driven by a economic metaphors which marginalizes and even omits relevant aspects affected by and affecting the management of cultural heritage. The lecture will offer a critical overview of the UCH management sector in Italy, attempting to frame the above-mentioned factors within the existing situation and foreseen several aspects requirement further scrutiny and attention by the Italian legislative and executive powers.
